Yomatsuri is a secret branch of the Japanese government responsible for carrying out dirty work, thus they often requested members of Kamigari to have jobs executed anonymously. However, during Ouken's time as leader, Kamigari became too powerful, leading to an imbalance of power. As a result, when Takeru and Himegami initially defeat Takeru Yamato, Yomatsuri goes all out to find and destroy him for good.
